Licensed Japanese Character Tarot Decks: A Retailer's Guide

Every buyer who walks a gift or occult section knows the problem. Tarot sells reliably, but the shelf looks the same in every shop, because most of it comes from the same handful of Western publishers. The decks that break that pattern are usually independent art decks with no name recognition behind them.

There is a third category that most UK and European retailers have never been offered, because almost nobody exports it: tarot decks made under official licence with major Japanese character brands. This is a guide to what that category is, why it behaves differently on the shelf, and what you need to know before stocking it.

What these actually are

Luna Factory is a Japanese manufacturer. We illustrate, produce and print our own decks in Japan, and we hold licences with Sanrio and San-X to publish tarot and oracle decks featuring their characters.

These are not fan products and not print-on-demand. Each deck is a full 78-card tarot (or a complete oracle set), drawn from scratch by our own illustrators, approved card by card by the licensor, and printed and boxed in Japan. Our current licensed range includes:

Why this category behaves differently on the shelf

It reaches a customer who was not going to buy a tarot deck

A conventional deck is bought by someone who already reads, or wants to start. A Hello Kitty or Kuromi deck is also bought by character collectors, by gift buyers who want something with a bit more substance than a plush, and by people who find a traditional occult deck intimidating. That is a wider top of funnel from the same shelf space.

It is a gift, and gifts carry higher prices

Standard mass-market decks sit at a price point that the whole category has trained customers to expect. A licensed deck is read as a collectable, and the boxed presentation supports a higher retail price without resistance. That matters more to your margin than the discount you negotiate.

Nobody else on the shelf has it

The Western tarot market is concentrated among a small number of publishers. None of them hold Japanese character licences for tarot. If you stock this range, the nearest comparable product is not in the shop next door — it is not in the country. For an independent competing against chains and online, that is the whole argument.

The artwork is drawn, not composited

Our decks are hand-drawn originals. The illustration is done in-house from the ground up rather than assembled from stock character assets, and the majors and courts follow Rider-Waite structure, so a reader can use them properly. This is the point where a lot of character merchandise falls down — the licence is real, but the product is a novelty. These read like tarot decks because they are tarot decks.

What you need to know before you stock them

These are adult collectables, not toys

This is the question buyers ask first, and the answer is clean. The Toys (Safety) Regulations 2011 apply to products designed or intended for play by children under 14. Our decks are designed, packaged and sold as adult collectables, so no EN 71 toy testing, no UKCA marking and no CE marking apply. The relevant framework is the General Product Safety Regulations 2005.

The distinction is about design and intent, not about whether a cute character appears on the box, so it is worth merchandising them alongside your tarot and gift lines rather than in a children's section. We cover the full customs and compliance picture in our UK import guide.

The licence is real and it is checkable

Every licensed deck carries the licensor's copyright line on the packaging and on the cards. If you are asked to verify authenticity — by a landlord, a marketplace, or a customer — that mark is the evidence. We also run an authorised retailer programme and publish a counterfeit reporting route, because licensed character goods attract imitations. If you see our artwork on a marketplace listing at a price that does not make sense, we would like to know.

Territory

Our licences permit wholesale supply outside Japan, which is why we can sell them to you. If you are planning something beyond ordinary retail — a large promotional campaign, a co-branded event, bundling with another brand's product — ask us first, because those uses may need separate approval from the licensor. Ordinary shop-floor and webshop retail does not.

Availability moves

Licensed editions are produced in defined runs. Some titles are reprinted, some are not. If a particular character sells for you, tell us early rather than reordering on your usual cycle, because the constraint is upstream of us.

Where to start

If you are trialling the category rather than committing to it, the pattern that works is three or four decks with the widest recognition, plus one matching cloth to lift the basket. Hello Kitty and Kuromi carry the broadest name recognition in the UK and Europe; Sumikkogurashi and Rilakkuma have a strong following among customers who already buy Japanese stationery and plush.

If your shop already sells tarot, put them with the tarot. If it does not, they sit comfortably in gift, stationery or Japanese-interest sections, which is where they usually earn their space first.
